Britain has this phrase. I guess US use 'base for pension'.

: I've never heard the phrase "base for pension" before, and a Google search for the phrase returned no hits that would convince me this phrase is in use in the US.

Basbelopp is a specific Swedish item, and as you say yourself there are several "translations". An explanation is in place.
