What is the 'coloured market', in relation to interpreting?

I came across that term recently in relation to Interpreting, what does it mean ?

There is a range of blacks and whites

according to pricing. I've only heard of various shades of grey, to be frank.
The white market is the range accepted by international accrediting institutions and professional associations in line with international rates (there are also professional institutions accepting local standards). The grey market consists of the lines that dip below that, and I can't tell you about the black market out of total ignorance, but there is a black list.

Coloured market

Coloured market for interpreting means that everyone, from the housewife, doing an "interpreting job" between changing nappies, to a student, who interprets between lessons. It used to be the black market, but this expression is no longer pc so the term coloured market was coined.
