During my translation I came to the segment consisting of one single word "Zähler" (counter). Since the word "Zählen" (counting) is present in the TM, SDL reports a 90% match for this segment. I think this kind of letter-based fuzzy calculation is definitely going too far. Based on this I logically conclude that a list item like "a" is then 100%, when I have a segment with "b" only.
