To enter a signature:
Herramientas/Configuración de la cuenta, select the account to which you wish to attach the signature and then select the file with "Adjuntar esta firma".
To mark the priority, when writing the message select "Opciones/Prioridad".

I found where the signature is created (about the only place I hadn't though to look!).
However, I can create a TEXT signature but not a HTML one (the only options I have are MHTML and XML, and both come out as a huge piece of code).
I'm using Word 3000, Windows XP.
