A friend of mine from Germany will spend a couple of weeks in France, and will need to phone back to Germany regularly. He is looking for some French SIM cards for his German mobile.

AS long as your friend's phone is "unlocked" (this varies) she can just walk into any store and buy a French SIM card. All they require is ID. And I believe it costs about 20 euros at most.
In my case, I had lost my phone. So I walked in and bought a new cell phone and SIM Card for 40 euros (at Orange).
