Innsatsmateriell, in, "Som et minimum skal personell og deres kompetanse, personlig verneutstyr, innsatsmateriell og responstid dimensjoneres."

Contributing material? I really have on idea here, apart from that it has something to do with preparedness and response. I don't think it's simply the sum of its two parts.
