I'm suggesting this based on your discussion and comments.
מנגנוני is also translated into staff, personnel, administrative, organizational.
So maybe administration is a wide enough umbrella to cover all your security needs :-)

If you're going to stress that this has less to do with tangible objects, but rather something more abstract/intangible, then I'd be tempted to translate it as this...

..."security systems" (maybe even "security measures" depending on context).

All of these could potentially describe the people employing the tangible security devices.

Hmm, I think I know what you mean but I can't quite put my finger on it....
So, if the umbrella term is מערכת הביטחון, would these entities be: surveillance, access control, alarms etc? or am I still on the wrong track?

Oh my, I need to work on my coomunication skills. What I mean is the context is מערכת הביטחון which includes various security entities under its umbrella as it were. I'm pretty sure there is a formal term for said entities when referred to in a general fashion, as they do in Hebrew. It just eludes me presently.
Yes, Ty, you're on the right track. This umbrella *also* includes the police and military, just to ensure I'm understood.
