The phrase is only a words coinage, it has a jokingly sarcastic value and has nothing to do with a device!!! It is a testing phrase for logical solving questions in the line of translating; the real translation should be: PRODAVETS' PYLOSOSIV/POROKHOVBYRACHIV, SHCHO POLYUBLAYE VYNO- please, be careful with the logics: if something is not known, GOOGLE THAT! its' a shame to translate the phrase that has no logics in itself!
