In the sentence "Hieronder worden de doelstellingen en de opzet van de projecten vergeleken met de doelstellingen en opzet waarvan in de beleidsveronderstellingen wordt uitgegaan" the possible equivalent "policy suppositions" seems not to make sense and Van Dale does not help either. Can someone come up with a nice English equivalent. Thank you!

"Policy guidelines" are definitely not policy "assumptions" or "concepts." Veronderstellingen zijn uitgangspunten en aannames, waaruit richtlijnen voor een project volgen. Richtlijnen zijn aanwijzingen en grenzen.
Het is beleidsveronderstellingen -> policy assumptions (or concepts, if you would) en beleidsrichtlijnen -> policy guidelines.

policy assumptions

Je zin is wat kort om meer van de context te begrijpen, maar in de onderstaande zin past "policy assumptions" prima. De veronderstellingen waar in het beleid van uit wordt gegaan....

Naast de vraag of de resultaten van een beleidsprogramma uitsluitend aan dat programma toe te schrijven zijn (effectiviteit), moeten de evaluatieonderzoeken, voor een wetenschappelijke onderbouwing van het
uitgevoerde beleid, in staat zijn om de volgende vragen te beantwoorden: wat zijn de beleidsveronderstellingen die ten grondslag liggen aan de beleidsinterventies? Dat wil zeggen, hoe (via welke processen en gedragsmechanismen) zou een specifieke beleidsinterventie de gewenste
gedragsveranderingen bij de doelgroep tot stand moeten brengen?
