The above is from a company report, from a section about required staff. They are looking for a couple of school leavers 'boven de sterkte' to prevent a 'vergrijzing' of the workforce (this is mentioned earlier on).
I'm guessing it means something like 'additional' but I've never actually come across this expression before? What is it actually saying, something like 'above what is actually required'?
Another example I found on the net, also relating to school leavers:
De schoolverlater voor wie een tegemoetkoming in de kosten wordt aangevraagd, dient te worden aangenomen op een plaats boven de sterkte op basis van een werkervaringsplaatsovereenkomst voor minimaal zes en ten hoogste negen maanden.

I think I have seen "additional" used before, which would do but try this out in your context. A supernumerary worker is one who is present in the organisation for training purposes, say, but is not counted as part of the official workforce. The web ref is to nursing students.

boven de sterkte means more than you actually need. It could even apply to fire engines where you have a few more than you strictly need, but you keep them on anyway. See:
