: In this context, the "personal policy staff" of a minister is meant (used to be called a "kabinet"). A commission or committee in the Belgian context is something entirely different.

: does this mean you would translate it as 'policy cell'? sounds a little Dunglish to me. 'policy-making body' isn't bad though, as I mentioned in my answer. / fair enough. although I think I'll stick with 'policy unit'. cells calls up images of terrorists

it's what they use apparently. the oecd and others use it too. why fight city hall. if that's what they expect to see, then we have little choice. it's not the worst case of Dunglish I've seen.

Note that the "beleidscel" is basically a team working for a specific minister (more or less politically inspired). Next to that, there are also "beleidsondersteunende eenheden", which usually work on policy from within a ministry (from within the administration).
