I know there are several words for this, even here. I usually use (social) support base (thanks to an earlier proz query) for draagvlak as well as achterban, but here they are talking about achterban and draagvlak. And somehow I feel support base doesn't quite cut it here.

Migrantenorganisatie: een in Nederland gevestigde organisatie, zonder winstoogmerk en met aantoonbaar draagvlak, dat een externe doelstelling heeft gericht op ontwikkelingssamenwerkingsactiviteiten. Dit wordt aangetoond in de statuten van de organisatie. In de doelstellingen van de organisatie zijn voorts één of meerdere migratie-gerelateerd doelstellingen opgenomen. De achterban (het draagvlak) dient te bestaan uit migranten, dan wel de oorsprong van de organisatie ligt in een igrantengemeenschap. De leden van het bestuur en de uitvoerende leden c.q. werknemers bestaan voor de meerderhied uit migranten of hebben een aanmerkelijk belang in de
migrant wordt verstaan een persoon die van één land naar een ander land
verhuisd.

membership

I suppose 'rank and file' is acceptable, but in my neck of the woods the collocation is with unions. To avoid any unintended association, you might try 'membership' here. Just an idea

stakeholder base

Just another possible alternative...
