I think you have to slice through the bureaucratese:

sorry, after re-reading my \"first draft\", I\'d change \"become effective\" to \"take/come into full force\" and add \"effectively\" before \"taken over\". In other words:
The transfer of the State\'s functions and services relating to scholarships pursuant to Article 41 will only take full force once such functions and services are effectively taken over by the Generalitat (or Autonomous Government of Catalonia, which is the official translation).

Ailish, now that you mention it, it may well be that there\'s something missing or implied in the sentence - perhaps mention of some newly created autonomous government agency to handle the loan and grant processes (which would surprise me, because the Institut Català de les Finances already exists and would most likely be in charge of this). Still, reading the sentence over as well as other questions you\'ve put up in ProZ these days on the same subject, it seems to me there\'s a lot of bureucratese flotsam & jetsam you have to cut through. And the sentence, as it stands, makes little sense, so you might be safer going Marian\'s route, i.e. providing a more literal rendering. I\'ve worked with the GenCat and Ajuntament de Barcelona too long to have much patience for this kind of junk, and I usually cut away all the chaff - don\'t forget, these guys are paid to have coffee all day and put off any actual work, and they\'re anything but born writers. Usually after consultation with the authors of such texts, my version more closely reflects what they \"meant to say\"...

The transfer of functions operates as from adoption by the Gen. Govt. of Cat. of the transfer - rather than of the functions.
Discussion
I think what they are saying in plain EN that on transfer of these powers from the ES Gov, the Generalitatt will be responsible for implementing the provisions of Article 41, UNTIL ...yet there is something missing.
This is my provisional interpretation: Until State functions and services in relation to loans and grants have been transferred (to ?), the provisions of Article 41 above shall be implemented from the time of the transfer of loan and grant functions and services from the State to the Generalitat.
Something seems to be missing, and I thing that what is implied is that the CATS are creating a body to administer loans and grants, and until that is up and running, the GEN assumes the responsibilities.
