I also agree with TT that, without further context, it's impossible to tell what this means. E.g. are any students involved, or is this just a turn of phrase? "Blow-through-town" is more obvious, except that it may or may not relate to how they operate in individual towns.

Can you define these phrases in this context, plz? I'm an English-speaker and have no idea what "charge the student" means here. "Blow through town", I get but can't see what it has to do with recruiting car dealers... Thx
