safety addict

I found the word "safety addict" in the article regarding to risk analysis.
I understand this as those who are in charge of safety service such as rescue team.
please advice me if there are any other interpretation.
The following sentence is excerpt from the article I was reading.


IRAM adopts an actuarial risk model.The occurring frequencies for critical events fixed by law, i.e. fires, collisions with fire, spillages of flammable substances, releases of toxic and noxious substances, are represented by probability density functions determined from available real data treated according to the Bayesian approach;
the consequences on exposed population, defined as the set of tunnel users and safety addicts, are represented by means of probability density functions, determined from the solution of the statistical hazard flow and evacuation process models.
The evacuation model takes into account the queue formation in the tunnel in order to quantify the exposed population.
The statistical treatment of hazard flow and evacuation processes takes into account the uncertainties related to the models as well as to the safety systems performance.

Something is not right The translations you have been given are correct but there is something very odd about the original text. The phrase "safety addicts" is very unusual here and, in my opinion, inappropriate. It doesn't match the tone of the rest of the text.

I think it should be the rescue services.

Person/people concerned about safety and hazards

certainly not a common word/expression at all (only 1,000 ghits and many of those repeats) and quite strange here. I assume you're right about it meaning the safety services: those experts in charge of ensuring the safety of the tunnel. I can't see it being anything else here

I see others agree that this is extremely unusual here and probably not at all the right expression. So, either it has been written incorrectly in the first place or transcribed/translated incorrectly.

David could be correct, IF this is transcription, that the word should be ADIT or entryway, often put into tunnels and mines as escape routes

Transcription error?

IS it a transcription? Because if so, it might be a mishearing of "safety ADITS", or lateral escape routes (and the number of people who would have to use them in an emergency).

Otherwise, I entirely agree with Terry.
