The speaker is definitely Dominican, that is why I am assuming it is a Dominican expression.

Dominican Slang I have already talked to two native Dominicans, and both of them claim that the expression does not sound Dominican. One of them is from Constanza, the other from Santiago.

I just talked to a Dominican girl, but she says that the expression does not sound Dominican to her. That's her guess only based on the context provided. That's why the level of confidence is medium.
