A breechloaded rifle is a rifle loaded through the breech. Rifle magazines, on the other hand, are ammunition storage and feeding devices that are either fixed to the firearm or detachable. Without a mag. it is just a single shot!. The text you mentioned above refers to this fact. There was a bias against the usage of rifle magazines due to their excessive use of ammunition.

Such bias occured in the U.S. during King Philip's War, which started in 1675 and lasted for one year, between the American militants and the Native American. Those who opposed the usage of rifle magazines mistakenly thought that the American militants were far more technically advanced than their adversaries, and that there was no need to use rifle magazines since they involved wasting much ammunition.
