The idiom stems from a trick used in former times to keep rabbits moving forward by "stimulating" them by a carrot tied to a stick which a person moves from a distance.

disagree Ali Darwish : Actually, your translation works with the alternative idiomatic expression, "carrot on the stick", which is not the same as “carrot and stick”. The original Arabic idiom is: أجع كلبك يتبعك.
