well, this ain't really a swedish phrase. "Nollvision", literally "zero vision" is just a common word in swedish similar to "zero tolerance", but in this case it's a target you want to reach, for example, it's common to talk about having a "zero vision of traffic fatalities".
So a possible translation of "vi ska göra allt för att nollvisionen inte bara blir en vision" would be "we're going to do everything we can to ensure our zero vision doesn't just stay a vision", if you do want to keep the "vision" entendre, but I somehow doubt it communicates in English, and probably something more feasible would be "our vision/goal of zero [whatever it refers to] will be something more than a vision/a goal that is not only set, but also met ..." or whatever.
