As defined here: "Søknader om tillatelse til tiltak i to saksbehandlingstrinn er myntet på tiltak hvor det av ulike grunner er behov for oppdeling og saksbehandling av søknaden i to trinn (dvs. først rammesøknad og deretter igangsettingssøknad)." The "rammesøknad" thus applies only to external framework conditions. Does a similar system exist in the UK. I find related terms such as "rammetillatelse". Essentially it is a preliminary application in a two-step process.
