  -> As I said, this was just a suggestion, but I see you left out the "extra", which may or may not be pertinent here, i.e. is this "milliard" in addition to the current budget or not?

disagree  Per Bergvall: It's not an annual increase of a billion - it's a billion extra each year. Say public transit spending was at 50 billion this year - an extra billion each year vould leave it at 51 for the next 20 years, while an increase would make it 51, 52, up to 70.

  -> Valid point, Per. This is the most logical interpretation of "årlig kollektivmilliard over 20 år". I think I got waylaid by the translation of the Transport Plan, which uses "annual increase".
