Si el fuero no se cumple, la industria naval falla, lo dice rotundamente algún historiador y no vasco en tiempo de Carlos V el Emperador.

Supongo que lo que significa “algún historiador” aquí es “un historiador.” ¿Es correcto? ¿O se refiere a “varios historiadores”?

For the record.... ....my original citation of the author is incorrect. The author in question here is *Julio Caro Barroja*, the anthropologist nephew of the novelist Pío Baroja.

@Kittilina, Simon, Jenni and Remy Thanks for the clarification! I see now. The reference appears to be to "one particular historian," the identity of whom is known by Baroja, but whom he does not want to cite by name (for one reason or another).

I agree with Kittilina here. Although one always prefers the name rather than this form (that at least in English) implies doubt or laziness on the part of the author, this phrase crops up frequently in Spanish texts.

The fact that it specifies the manner of saying (rotundamente) makes me veer towards the singular.

Just the one I'd say you are right with the singular. It might be good to say "a certain historian" rather than just "a historian", maybe?

Robert, en este caso parece referirse a un historiador en particular (que lo afirma rotundamente) y agrega que no es vasco.
