Το Working Document ONP-DBEG 02-12Rev1 το οποίο επεξεργάζεται το το ρυθμιστικό πλαίσιο που πρέπει να διέπει το ψηφιακό ραδιόφωνο στα κράτη μέλη επισημαίνει τα ***ρυθμιστικά κενά*** και τις ρυθμιστικές ανεπάρκειες που επικρατούν σε πολλά κράτη – μέλη. Ιδιαίτερο ενδιαφέρον παρουσιάζει το working document COCOM02-31 το οποίο ασχολείται με το ρυθμιστικό πλαίσιο που πρέπει να διέπει τις interactive υπηρεσίες. Το document αυτό επισημαίνει τα συγκεκριμένα standards που πρέπει να διέπουν τις interactive υπηρεσίες και καλεί τα κράτη – μέλη όπως τα εφαρμόσουν. Η ευρωπαϊκή ένωση διεξήγαγε και σημαντικές στατιστικές έρευνες στα κράτη – μέλη σχετικά με την αυξανόμενη χρήση των ψηφιακών πλατφόρμων, έρευνες όπως η ‘Digital Television Data: EU- Market for Digital Television’ (2006) και η ‘Ε-Communications household survey’ (2006).
