It's a rhetorical question, a figure of speech in the form of a question posed for its persuasive effect without the expectation of a reply. That's why the question mark has been left out in Finnish. Then it's more like an opinion. Using '-hän' and the question form just make the opinion milder/more polite.

Just another idea.
Please note that "suhteen" does not necessarily refer to 'a relationship' ("suhde"). The expression "<jonkin> suhteen" means 'in regard to something', 'concerning something'. Hence, the meaning of this sentence could also be something like:
'Mightn't we just finish up with this' or 'I think we might end this/stop this' etc.

: Yes, if the author is a native Finnish, this would be the correct and grammatical interpretation. Though, anybody may write ungrammatically in the heat of quitting a relationship.
