The term is not a description of a state but a name of car parts (usually springs) that absorb shocks by pulsating to keep the car relatively stable. The definition is found in Sakhr (in Family Program Disc) exactly as given in the answer whereas Ectaco also confirms them to be "tools" or أدوات لتعليق شيء، Sakhr providing the exact terminology needed.
