The definition given is fuzzy. Fulfillment is a service, not information. There are many companies that specialize in fulfillment, not just for infomercials, but for any kind of product.

When I order some software from Microsoft, for example, I receive it from a fulfillment company, not from Microsoft. Microsoft only produces the code, but the fulfillment company puts code on a disk, puts the disk in jewel box, puts the jewel box in shrink wrap, puts the shrink wrap in a padded envelope, puts a label on the padded envelope, and mails it to me. That is fulfillment.
