@Tingting and Huijun: According to my understanding, the building structure (see Mr. Fu's explanation in www.proz.com/kudoz/1138177) was completed in 1998 and the apartments were put up for sale in 2000. I don't think Zou Qing ever intended to finish construction. He was playing foul ball right from the start.

开盘这个词没有很确切的定义，在业内，一般来说，基本上的意思就是推出新的房源、公开接受认购。但是开盘不一定是封顶，也不一定是对外发售，公开接受预订就可以叫做开盘了。公开对外发售一般要获得商品房预销售许可证，但是开盘时的房子并不一定已经获得预售许可证。

I have to break this post into two as the previous one exceeded the word limit. I am sure you can find out what 开盘 means from your context. Lily's suggestion sounds good, but I am wondering how they can put a 停工两年的公寓 (unfinished)for sale.

开盘could mean different things based on the context. Since your sentence mentioned 停工两年, I am not sure what exactly 开盘 means here. If the work on Senghao residential apartment project was stopped two years ago, we need to know what 开盘 means here.
