The above agreement matters are the consistent suggestion through joint consultation of both parties to guarantee to implement in real earnest; if there is any concealment and deception in the content of the agreement, we shall shoulder the responsibilities.

非法律性质的版本

The Chinese is written in straightforward language, not in legalese. I don't think a careful reading of the exact grammatical form is really important. I would suggest a simple English version like this:

We declare that we have negotiated this agreement in good faith and will faithfully execute it. Each party accepts full liability for any lies or omissions in the contents of the agreement.

Yeah, that's right. In correct legal language, execute means sign. To avoid that confusion, we could say "perform our obligations" instead. My feeling is that as this is very obviously not legalese, no-one would interpret it that way. But ask a lawyer!

Well, "joint" and "both" might be duplicate but that's not a mistake. jyuan_us you may see a similar usage of "(4) This agreement may be abrogated by mutual consultation of both parties" (http://www.brocku.ca/webfm_send/3426) on the webstie of Brock University. But I agree with your opinión of "保证切实执行". I think a comma is missing before this phrase, and the subject should be "both parties".

Your translation is good; it's certainly less grainy and stilted than your friend's, so I'd go with yours if I had to choose one or the other.

But depending on your client, it may be better to adhere a bit more closely to the source, especially for the last part. Here's a suggestion:

We declare that the foregoing matters were reached upon joint consultation to ensure that the agreement is implemented in earnest. We understand that we shall assume liability for any concealment or falsification of information provided herein.

neutral jyuan_us : 保证切实履行means "which we have promised to actually implement". This is an adjective phrase to define the type of agreements instead of an adverbial phrase indicating a purpose.

Thanks for the comment. I think there's some flex with the exact phrasing. How about something like: We declare that the foregoing matters were reached upon joint consultation and warrant that the agreement shall be implemented in earnest.

切实履行 does not translate into practical implementation, practical implementation is redundant in English.
保证/指受法律保障的 = as provided under the law, under the legal provisions.
