Well, "joint" and "both" might be duplicate but that's not a mistake. jyuan_us you may see a similar usage of "(4) This agreement may be abrogated by mutual consultation of both parties" (http://www.brocku.ca/webfm_send/3426) on the webstie of Brock University. But I agree with your opinión of "保证切实执行". I think a comma is missing before this phrase, and the subject should be "both parties".

: 保证切实履行means "which we have promised to actually implement". This is an adjective phrase to define the type of agreements instead of an adverbial phrase indicating a purpose.

Thanks for the comment. I think there's some flex with the exact phrasing. How about something like: We declare that the foregoing matters were reached upon joint consultation and warrant that the agreement shall be implemented in earnest.
