This is a heading in a table, so I guess I should translate it. I will use pinyin for "(84) Tai Cai Zheng (1)"..., but probably in Wade-Giles.

Han means letters, denoting documents going to recipients of the same rank. Ling means orders which are addressed to the public or lower-ranked recipients. That embraces most outgoing documents (except those going to the superiors) and a general designation of "document No." would, I think, probably do the trick.

It is just a number for filing or similar purposes by the concerned institutions/organizations. So usually use PIN YIN in its translation into English.
