Handlungseffizienz

Secondment / assignment abroad

efficiency of action
... seems to be a distinct possibility in this case.
See, for example,

"In summary it [introduction of the ISO 9001 quality management system] helps improve customer service, enhances management information and feedback, develops greater efficiency of action and reporting and it provides a well-organized working environment."

"They propose that social capital increases efficiency of action and, by encouraging co-operative behaviour ‘facilitates the development of new forms of association and innovative organization’, (p.245) leading to the development of intellectual capital and thus advantage."

: I think 'of action' is redundant - if you omit it from your two examples, their meaning doesn't change. And I like your paraphrase for the second instance of the word.

performance efficiency
The trouble I am having with "efficiency of action" is that it doesn't sound like a natural fit. To me, "Handlungseffizienz" immediately conjurs up certain images, but I don't have the same experience with "efficiency of action". "Action" feels a bit abstract and not fleshed out properly. Still, I don't think that element is redundant at all; we just need to translate it differently.
"The department ultimately selected Deputy David Post. The department considered Deputy Post to be the best applicant for the position due to his organizational skills, ability to adapt to new situations, and overall maturity. In addition, his Performance Efficiency Ratings were well above the acceptable level." https://law.justia.com/cases/federal/district-courts/FSupp2/...

: Again, I think 'performance' is redundant.

Handlungseffizienz - performance efficiency
Since there seems to be a need to reinvent the wheel, this may be of interest :
https://iso25000.com/index.php/en/iso-25000-standards/iso-25... :
Performance efficiency
This characteristic represents the performance relative to the amount of resources used under stated conditions. This characteristic is composed of the following sub-characteristics:
Time behaviour - Degree to which the response and processing times and throughput rates of a product or system, when performing its functions, meet requirements.
Resource utilization - Degree to which the amounts and types of resources used by a product or system, when performing its functions, meet requirements.
Capacity - Degree to which the maximum limits of a product or system parameter meet requirements.
