These terms appears in legislation in the context of an official report - participação da infração - to be prepared by officials when they detect and offence. I turned up this definition elsewhere: "A participação é o documento através do qual a autoridade policial ou fiscalizadora comunica à autoridade competente, para a instrução do processo contra-ordenacional, o conhecimento que obteve da prática da infracção."

Auto de notícia, I found it on IATE and two other reliable sources for European PT.

There’s an article on quora.com that explains the difference between the 2 terms I’m suggesting.

Many thanks. Very useful. In the context, "official report" is more fitting than "police report", as it is not necessarily from the police. So I'm using that and "incident report".

agree Adrian MM. : police report iate.europa.eu/search/standard/result/1569664715255/1 vs. an incident report that, in the UK, would be kept in an incident book at a police station desk and available for copying by e.g. victims, lawyers & the public.
