These modules provide "ports" to which ISDN service subscribers are connected
A port is a logical concept here, an access module is a phusical equipment item.
Actually, the access modules are circuit packs (or cards, whatever) installed, say, in a remote (a remote is an outdoor/indoor subscriber concentration unit) or in a line concentration module (a module in a host automatic telephone exchange).
Here's how it ticks:

: I don't think this is the case. By an "ISDN package" providers usually mean "ISDN equipment plus ISDN access service"

"package" seems to be software and unit all included... it seems to be 16 units or modules that are being used here

Might be that OAO simply has created 16 customers' accounts (ISDN ones), and report about it in a very serious technical and convincing way (for banking institutions for example).
