If so, where/how is "chge" written? I mean, is it handwriting, whatever? Quite challenging this riddle! I thought it could stand for "charge" or "change" but it doesn't make any sense since the text is in Spanish...Anyway, good luck!

Maybe it's somebody's initials? Maybe an abbreviation for the location where the certificate was signed?

The date appears in English - March 06 1996 - in a marriage certificate from Colombia? That looks strange. Why is the date in English?
