Action in support of the digital single market strategy
Availability of ICT standards and technical specifications, in particular to provide for interoperability between products, services and devices, is critical to achieve all the benefits that the Digital Single Market can deliver.
Digitisation is driven by the need of individual industries to increase their performance but also by the expectations of their clients and suppliers.
It is therefore important to involve not only the providers but also the beneficiaries, including vulnerable and minority groups in society like persons with disabilities, in elaborating ICT standards.
Standardisation issues also need to be addressed at EU level in order to ensure due consideration of relevant legislation, such as the EU data protection rules.
The standardisation needs in support of EU policies are outlined in the annually updated rolling plan for ICT standardisation published by the Commission.
The 2018 version of the rolling plan for ICT standardisation identifies 170 actions organised around four thematic areas: key enablers, societal challenges, innovation for the single market and sustainable growth.

Creating the right conditions for digital networks and services to flourish is one of the three pillars of the Digital Single Market strategy.
Standardisation will support it in 2019 by focusing on Internet of Things, big data, blockchain, cooperative Intelligent Transport Systems & autonomous driving, eHealth, smart cities, accessibility, e-Government and artificial intelligence.
Harmonisation in relation to 5G spectrum and availability of the global 5G standards by the end of 2019, as foreseen in the 5G Action Plan, will promote investments in 5G networks and applications.
Cybersecurity requirements should offer parallel protection from cyber-attacks on the software and hardware controlling processes, systems and equipment.
The Commission, in its 2017 proposal for the EU Cybersecurity Act Regulation has proposed the creation of an EU ICT security certification framework for products and services.
Certification schemes will use standards and technical specifications to both express as well as assess conformity to specified cybersecurity requirements.

Blockchain technology supports secure and auditable storage of data and reduces transaction costs bringing about high levels of traceability and security in economic transactions online.
Since the system compiles public and private networks, standardisation is needed to provide interoperability between the different configurations of blockchain technology.
On 1st February 2018, the Commission launched the EU Blockchain Observatory and Forum, whose Working Group on Blockchain Policy and Framework Conditions will address, among others, issues on technological and ecosystem developments such as interoperability, where standardisation can give solutions.
It will also identify any blockchain standardisation needs at EU level.
The Commission is directly engaged in standardisation through a liaison with ISO Technical Committee 307 on blockchain and distributed technologies.
It also liaises with CEN’s Focus Group on Blockchain and Distributed Ledger Technologies, whose original task is to produce an EU white paper on blockchain standardisation.

Maßnahmen zur Unterstützung der Strategie für einen digitalen Binnenmarkt
IKT-Normen und technische Spezifikationen, insbesondere zur Ermöglichung der Interoperabilität von Waren, Dienstleistungen und Geräten, sind unerlässlich, um alle Vorteile des digitalen Binnenmarkts nutzen zu können.
Die Digitalisierung wird von den Bedürfnissen einzelner Wirtschaftszweige zur Erhöhung ihrer Leistungskraft, aber auch von den Erwartungen ihrer Kunden und Lieferanten vorangetrieben.
Daher ist es wichtig, nicht nur die Anbieter, sondern auch die Nutznießer, einschließlich der schwachen Mitglieder und der Minderheitengruppen der Gesellschaft, wie Menschen mit Behinderung, bei der Entwicklung von IKT-Normen zu berücksichtigen.
Mit Normung muss sich auch auf EU-Ebene befasst werden, damit den einschlägigen Rechtsvorschriften, wie den EU-Datenschutzvorschriften, Rechnung getragen wird.-
Auf den Normungsbedarf zur Unterstützung der politischen Maßnahmen der EU wird in dem jährlich aktualisierten von der Kommission veröffentlichten fortlaufenden Plan für die IKT-Normung („Rolling Plan for ICT Standardisation”) eingegangen.
Im fortlaufenden Plan für die IKT-Normung in der Version von 2018 werden 170 Maßnahmen, gegliedert in vier Themenbereiche, aufgeführt:

– Innovation für den Binnenmarkt

Die Schaffung geeigneter Rahmenbedingungen für die Ausweitung digitaler Netze und Dienstleistungen ist einer der drei Pfeiler der Strategie für den digitalen Binnenmarkt.
Die Normung wird im Jahr 2019 Unterstützung leisten durch Konzentration auf das Internet der Dinge, Massendatenverarbeitung (Big Data), Blockchain, Kooperative Intelligente Verkehrssysteme und autonomes Fahren, elektronische Gesundheitsdienste (eHealth), intelligente Städte, Zugänglichkeit, elektronische Behördendienste (eGovernment) und künstliche Intelligenz.
Die Harmonisierung der 5G-Frequenzen und die Verfügbarkeit globaler 5G-Normen bis Ende 2019, wie im 5G-Aktionsplan vorgesehen, wird Investitionen in 5G-Netze und -Anwendungen fördern.
Cybersicherheitsanforderungen sollten parallel dazu Schutz vor Cyberangriffen auf Software- und Hardware-Steuerungsprozesse, Systeme und Geräte bieten.
Im Vorschlag der Kommission von 2017 für eine Verordnung des Europäischen Parlaments und des Rates über die „EU-Cybersicherheitsagentur“ (ENISA) und zur Aufhebung der Verordnung (EU) Nr. 526/2013 sowie über die Zertifizierung der Cybersicherheit von Informations- und Kommunikationstechnik („Rechtsakt zur Cybersicherheit“) wurde von der Kommission die Schaffung eines EU-Rahmens für die IKT-Sicherheitszertifizierung für Waren und Dienstleistungen vorgeschlagen.
Bei den Zertifizierungssystemen sollen Normen und technische Spezifikationen dazu eingesetzt werden, Konformität mit speziellen Cybersicherheitsanforderungen sowohl auszudrücken als auch zu bewerten.

Die Blockchaintechnologie unterstützt sichere und prüfbare Datenspeicherung, reduziert Transaktionskosten und macht wirtschaftliche Online-Transaktionen in hohem Maße rückverfolgbar und sicher.
Da das System öffentliche und private Netzwerke erstellt, ist Normung erforderlich, um die Interoperabilität zwischen den verschiedenen Konfigurationen der Blockchaintechnologie zu ermöglichen.
Am 1. Februar 2018 brachte die Kommission die EU-Blockchain-Beobachtungsstelle und -Forum auf den Weg, deren Arbeitsgruppe zum Thema Blockchain-Politik und Rahmenbedingungen („Blockchain Policy and Framework Conditions“) sich unter anderem mit Fragen zu Technologie- und Ökosystementwicklung, wie Interoperabilität, beschäftigen wird, wo Normung zu Lösungen führen kann.

Die Kommission ist durch ihre Verbindung mit dem Technischen Komitee der Internationalen Organisation für Normung 307 (ISO/TC 307) zum Thema Blockchain und Distributed-Ledger-Technologie direkt an der Normung beteiligt.
Sie steht auch in Verbindung mit der Fokusgruppe des Europäischen Komitees für Normung (CEN) zum Thema Blockchain und Distributed-Ledger-Technologie, deren ursprüngliche Aufgabe es ist, ein EU-Weißbuch zur Blockchain-Normung zu erstellen.
Sie wird ebenfalls den auf EU-Ebene bestehenden Blockchain-Normungsbedarf ermitteln.

After my university degree in translation I lived for 13 years in Spain (Madrid), my husband is Argentinian, so my Spanish is good enough to do translations into Spanish apart from Spanish into German.
I have started my work as a translator for the construction of a waste incineration plant in Spain with German engineers and colleagues from Germany, Spain, UK and Australia. Environmental issues are one of my fields of expertise.
Another field of expertise is law, I have several years of experience in translating and consecutive interpreting for athorities and courts, which is a really interesting field for me. Since January 2015 I have been sworn and publicly appointed for English - Spanish - German.
During my university studies I started to develop my other fields of expertise which are economics and medicine.
