Yeni personal işə götürüldüyü zaman İnsan Resurslarının İdarəedilməsi Departamenti (İRİD) tərəfindən Planetin Personal və Özleri menusundan istifadəçi kodu yaradılır.
3.1.1 ABS Qeydiyyatının Aparılması
İnsan Resurslarının İdarəedilməsi Departamenti (İRİD) tərəfindən yeni işçi üçün istifadəçi kodu yaradıldıqdan və CİF məlumatı əldə edildikdən sonra mail vasitəsilə Prosedurların İdarə Olunmasının Səlahiyyətlərin Təyini üzrə məsul şəxsinə bildiriş göndərilir. İstifadəçi qeydiyyatı ana bankçılıq sistemi olan ABS sistemində aparılır. Bu istifadəçiyə hansı profilin veriləcəyi Prosedurların İdarə Olunmasının Səlahiyyətlərin Təyini üzrə məsul şəxsi tərəfindən Vəzifə Səlahiyyətləri Matriksindən, ehtiyac olduqda işçinin rəhbəri ilə əlaqə yaratmaqla dəqiqləşdirilir. Daxil edilən şifrə istifadəçi ilə paylaşılır.
3.1.2 Ümumi Sistem İstifadəçi Qeydiyyatı
İRİD tərəfindən istifadəçi kodu yaradıldıqda eyni zamanda Active Directory, e-poçt, Çözüm Mərkəzi qeydiyyatları sistemsal olaraq edilir.
İstifadəçi kodu almış hər bir işçinin Portalda izləmə səlahiyyəti də avtomatik olaraq verilir. Elavə olaraq dəyişiklik etmək səlahiyyətləri almaq üçün Çözüm Mərkəzi üzərindən qeyd açılmalıdır.
Bakudata üzərində müvafiq departamentin qovluğuna səlahiyyət olmaq üçün də Çözüm Mərkəzi üzərindən qeyd açılmalıdır.
Çözüm Mərkəzi üzərindən açılmış qeydlər üzrə əməliyyatlar “Hadisənin idarə olunması, Qırmızı Həyəcan Siqnalı və Problemin İdarə Olunmasının Ümumi Əsasları” sənədində qeyd olunduğu kimi edilir

When recruiting new personnel Human resources management department creates user code in the Personnel menu.
3.1.1 ABS Registration
Once user code has been created and CIF information has been got by Human resources department, the notification is sent to the Responsible administrator of procedure management department. User registration is done in the ABS system, main banking system. Profile of this user is clarified by the Responsible administrator of procedure management from Duty authorities matrix or when needed by contacting with manager of the employee. AUTH group determining top limit of Vermin transactions is identified by the administrator of Transaction department for cash and central transaction personnel and by Transaction general manager assistant for card transactions personnel. Power identification responsible administrator notifies the System authorization responsible person of Procedure management on user code, authority group in the system, branch, Department ID, CIF data, Authorization group data by informing Safety administrator. System authorization responsible person selects the transaction ADD from ABS/USERS screen, enters the data above mentioned and then the password is given for user code created for new employee and the ABS profile is created for the user. The password is shared with user.
3.1.2 General System User Registration
When Human resources management department creates the user code Active directory, email, Solution Center registrations are also done in the system.
Each employee with new user code gets automatically Portal track power. In order to get change powers the registration must be done in the Solution center.
The registration must also be done in the Solution center to get power for relevant department file in Bakudata.
Registrations in the Solution center are done as mentioned in the document titled "General basics of event management, Red alarm and Problem management

The proposals on preparation to implement “National Plan on Oil Spills Prevention and Remediation in Azerbaijani Sector of the Caspian Sea”, which were received by Your Letter # MO-262/12 dated 9 August, 2012 have been reviewed.
We kindly inform You that our Ministry highly appreciates the cooperation with OSCE Baku Office on “National Plan on Oil Spills Prevention and Remediation in Azerbaijani Sector of the Caspian Sea” Project, which was prepared to implement the International Convention on Oil Pollution Preparedness, Response and Co-Operation, 1990 ratified by the Republic of Azerbaijan and we intend to continue relations in future.
At the same time, we want to notify You that the proposals made on activities specified in the Letter coincide with issues raised at joint meetings of the Ministry’s specialists with OSCE Baku Office representatives. In this regard, we find expedient to invite technical experts team, including Mr. John Ostergard, OSCE Expert, who will support stakeholders on evaluation of potential roles and obligations on preparation for “National Preparedness Plan for Emergency Situations concerning Oil Spills in Sea” in accordance with the Norwegian experience, start expert assessments of the Project in September, 2012 and hold the National Workshop in November-December, 2012.

Доводим до вашего сведения, что наше Министерство высоко оценивает сотрудничество с бакиснким офисом ОБСЕ «Государственного плана по предотвращению разливов нефти и восстановлению в Азербайджанском секторе Каспийского моря». Проект, подготовенный с целью реализации Международной конвенции по подготовке, ответным мерам и сотрудничеству в борьбе с загрязнению нефтью, ратифицирован Азербайджанской Республикой в 1990г. и мы планируем в будущем развивать отношения. В то же время, хотим сообщить вам, что ваши предложения, представленные по мерам, указанным в Письме, совпадают с вопросами, освещенными на совместных собраниях между специалистами Министерства и представителями Бакинского офиса ОБСЕ.
В связи с этим, мы считаем уместным пригласить группу технических экспертов, включая г-на Джона Остерграда, эксперта ОБСЕ, который поддержит участников в оценке потенциальных функций и обязательств по подготовке Государственного плана по чрезвычайным ситуациям по вопросу нефтяных разливов в море с учетом опыта Норвегии, приступт к экспертной оценке проекта в сентябре 2012. и проведет Националльный семинар в ноябре-декабре 2012г.
